Pulse the broccoli, onion, garlic and parsley in a food processor fitted with an S- blade until chopped.
Place the dry ingredients, except for the pepper, in a blender and process into a flour.
Heat a non-stick pan over medium heat, or line 2 cookie sheets with parchment paper and preheat the oven to 350.
Put the flour mixture into a bowl, and stir the water or plant-based milk into the mixture.
Gently stir the broccoli mixture into the flour mixture.
Drop 2 tablespoons (1/8 cup) of batter onto the pan or cookie sheets until all batter is used.
Cook on the stove about 2 minutes until the top is a little dry and you are able to flip them and cook them about 2 minutes on the other side, or cook in the oven for about 25 minutes or until dry.
